2020 Ballot Initiatives

Issue 1 - Continuing Sales Tax for Road Construction

On Ballot

Issue Summary

Issue 1 seeks to make permanent a 0.5% sales tax, authorized by Issue 1 of 2012. Revenue would be directed to state and local transportation, including highways, roads and bridges.

Voting Yes Means

Voting Yes means you want to continue with the 0.5% sales tax, supporting state and local roads, permamently. Otherwise, this tax will expire in 2023.

Voting No Means

Voting No means you do not want this sales tax to continue past 2023 when the original bond debt authorized in 2012 is repaid.

Issue 2 - Changing Legislative Term Limits

On Ballot

Issue Summary

Issue 2 seeks to change the state's current term-limits law. Currently, state lawmakers are limited to serving 16 total years in their lifetime. If passed, Issue 2 would change that to a term limit of 12 consecutive years with the opportunity for a lawmaker to return to the legislature after a 4-year break.

Voting Yes Means

Voting Yes means you want legislature terms limited to 12 consecutive years for lawmakers. Any lawmaker who serves 12 consecutive years may return to the legislature after a 4-year break.

Voting No Means

Voting No means that you want to keep the state's current legislative limit of a 16-year lifetime term.

Issue 3 - Changing the Citizen-Initiated and Legislative Ballot Issue Process

Issue Summary

"Issue 3 seeks to add additional guidelines to the way citizen-led concerns become state ballot initiatives. The guidelines would:

- require that a petition must contain valid signatures equaling at least half of the required percentage of signatures from each of 45 counties instead of the current requirement of 15 counties;

- require a three-fifths vote of both chambers of the legislature to refer a proposed constitutional amendment to voters;

- eliminate the option for petitioners to collect extra signatures for 30 days if the petition fails to meet the signature requirement but the petition has at least 75% of the valid signatures needed;

- require challenges to the sufficiency of any ballot measure to be filed no later than April 15 of the election year; and

- require signatures for citizen initiative petitions to be submitted to the secretary of state by January 15 of the election year rather than the current deadline of four months before the election.
